I would date his painting of one of the most leading painters of harbour views, amongst others, Evert Moll from the early 20th century, sometime in the period 1920-1940 based on the image but it could also be an earlier piece. The painting has been professionally cleaned (at Pim Gazendam in Tynaarlo. Groningen) in 2016. The signature is readable but a bit faded. I think the frame matches well but you could choose to search for a more classic frame for it. Dimensions with the frame are 77 x 117 cm; without the frame, the dimensions are 60 x 100 cm.

Biographical info Evert Moll.
Evert Moll was born on December 15, 1878 in Voorburg and passed away on May 10, 1955 in the Hague. He lived and worked between 1895 and 1930 in Voorburg, London, Paris, the Hague, and Rotterdam. He then settled in The Hague. There, he received advice from Willem Maris and then developed himself further. He made made works that were commissioned by art dealers from the United States and Canada. He painted landscapes, but, above all, river, sea and harbour views and also created still lifes during his final years. Evert Moll's works are part of national collections of the Liquidizer museum and the museum Boymans-van Beuningen.
A lot of Evert Moll’s works were painted in the open air and always in the format 19 x 31 cm. That was exactly the format of his painter’s box box which he used as a stand. This smaller work then served as an example for his larger works that he painted in his studio.
