This is a beautiful dagger, in forged iron and ivory with etched motifs.
C.I.T.E.S. before 1947, comes with a certificate issued by a competent authority/antiques dealer according to Belgian law.

The handle measures 8 cm - the iron blade 23,5 cm - the sheath is 25 cm - and the whole measures 33 cm. 140 grams.
