Oscar Van Rompay painted the most traditional figurative scenes: people, nudes, portraits, self portraits, still lifes, city and village views. He had a fondness for circus people. He often drew and painted small scenes from the city he was born, though also of Paris.
The reverse probably has a self portrait of the painter.
The frame needs to be replaced or restored (see photos).
