Capital book of the Dutch Huig van Groot (1589-1645), originally published in Latin in 1625, he had a considerable impact. It's strictly speaking, the first book on the law of war and international law in general, or at least the first dealing thoroughly with this issue which had already been drafted before him. Grotius manages, in his book, linking these issues to a general moral science based on natural law, design at the origin of all theories of natural law as well as the design rational, Locke to Rousseau.
