Clement Serneels was born in 1912 in Etterbeek. He died in Ixelles in 1991. After studying at the Académie Royal des Beaux-Arts in Brussels, under the aegis of André Bastien, he went in the Belgian Congo in 1936. He paints oil portraits of Africans and especially women portraits. He is a long-time resident of Lake Kivu, which he often paints. In 1960, when the Congo became the Republic of Congo, he went to South Africa and painted this country. There, he painted many landscapes as well as noticed compositions of flowers.
In the 80s, he share his time between Africa, his travels to Mexico, Madagascar, Sardinia and his stays at the Red cloister, near the forest of Soignes in Brussels
