Rare Williams patent timer in very good condition.

Large and heavy silver "crystal" - casing marked with London 1904 with prominent stop lever in the band, casemaker CH (a well-known incuse brand from the time, which probably alludes to Charles Hill, not Priestley. Keyless going barrel movement with three-quarter platine, although time is set via a key through the dome and two unusual serial numbers, whereby the lower with reasonable certainty is that of Taylor. Rolling lever escapement, gold balance with hairspring. Perfect, signed enamel dial with hands with offset and central seconds calibrated so that one complete turn is for two seconds and separated into 16ths, original hands in blue steel. 58 mm diameter.

Williams Williams patent no. 4762, March 1890: improvements for stopwatches For similar examples see Alan Shenton Pocket Watches: 19th & 20th Century, page 334, and the archive section of my website. The patent itself is often described as a timer for Whippit racing and does not specifically mention its use. At that time, however, Rochdale was at the centre of the cotton spinning industry, which is likely to be of greater significance for its intended use.
