This is a swinging pendulum clock with the batter movement, Elexacta, developed in 1958 by the company Aug. Schatz & Söhne / Triberg.
How does this clock function now?
From the front, you can only see that the whole clock swings from left to right. The "pendulum disc" is the clock, which is hanging on the pendulum shaft.
On the back of the clock is the solution of the mystery: the movement drives a so-called counter pendulum. This sets the whole clock swinging with its movement.
